1、 Current situation and situation

(1) Development status.

Since the 13th five year plan, transportation standardization has developed rapidly. Establish a comprehensive transportation standardization management system and operation mechanism, establish a standardization management committee of the Ministry of transport, establish a national comprehensive transportation Standardization Technical Committee, print and distribute the measures for the administration of transportation standardization and the transportation standardization system, and promote the development of railways, highways, waterways, civil aviation The technical standards in various fields of postal services are coordinated, linked and integrated. The standard system to meet the requirements of transportation development has been basically established, five professional standard systems including comprehensive transportation, safety emergency, green transportation, logistics and informatization have been formulated, 1671 national and industrial standards have been issued, more than 1100 local standards have been issued, and more than 800 group standards have been formulated. All work has basically achieved "standards to rely on". One belt, one road, is the 26 most important international standard. It has issued more than 290 foreign standards and standards, and has further deepened the "one belt and one road" joint efforts to build national exchanges and cooperation. The effectiveness of standard implementation was fully demonstrated, the publicity, implementation and interpretation of standards were strengthened, and more than 2380 industry standard texts were queried freely and publicly. The quality supervision system has been improved, and the ability of highway and waterway metrology verification, calibration, certification and accreditation has been significantly enhanced. 24 departmental metrology standards have been established, 157 Metrology Technical specifications have been issued, and the sampling qualification rate of key products has been maintained at about 90%.

During the 13th Five Year Plan period, although significant progress has been made in transportation standardization, the problem of imbalance and insufficiency still exists. The standard system to adapt to the high-quality development of transportation is still imperfect, the systematization of mandatory standards still needs to be improved, the supply of standards in the field of technological innovation and new modes and new business forms is insufficient, and the standard formulation cycle is still long. The standardization policy system is not perfect, the development of group standards needs to be standardized, and the role of enterprises as innovation subjects has not been brought into full play. The implementation and application of standards need to be strengthened, the publicity and implementation of standards are not sufficient, and the implementation effect evaluation and feedback effect are not prominent enough. The internationalization level of standards needs to be improved, the technical reserve of international standards is not rich enough, and there is a lack of international leading talents.

(2) The situation demands.

Accelerate the construction of a transportation power, build a modern high-quality national comprehensive three-dimensional transportation network, and improve the industrial governance capacity. It is required to give full play to the leading role of standardization, build a standard system suitable for high-quality development, and promote the coordinated connection and integrated development of various modes of transportation; It is required to give full play to the basic role of standardization, promote the effective supply and upgrading of standards in key areas, strengthen the supervision of standard implementation, and fully release the efficiency of standard implementation; It is required to give full play to the regulatory role of standardization, strengthen the status of technical regulations of mandatory standards, and promote industry governance based on standards; It is required to give full play to the strategic role of standardization, accelerate the transformation and application of applicable international and foreign standards, promote the integration of China's advantageous technologies into international standards, and promote the overseas application of China's standards.

2、 General idea

(1) Guiding ideology.

(2) Basic principles.

Overall coordination. Strengthen the leadership of the standardization management committee of the Ministry of transport on the standardization of transportation, comprehensively promote the coordination and connection of standardization work in various fields and at all levels, actively guide the wide participation of the society, and form a standardization work system with departmental coordination, up-down linkage and efficient operation.

Innovation leads. Focus on building a standard system suitable for high-quality development, accelerate the effective supply and upgrading of standards in key areas, strengthen the innovation and application of standards and technologies in emerging areas, and lead the high-quality development of the industry with the support of high-quality standards.

System propulsion. Adhere to the system concept, build a standardized "whole chain" working mechanism, strengthen the integrated construction of standards and quality supervision systems such as measurement, inspection and testing, certification and accreditation, strengthen the evaluation and feedback of standard implementation effect, and promote the implementation and application of standards.

Open compatibility. Improve the internationalization level of standards, further deepen international exchanges and cooperation, deeply participate in international standardization governance, accelerate the integration process of international and domestic standards, and improve the consistency of standards at home and abroad.

(3) Development goals.

By 2025, a high-quality standard system for transportation will be basically established. The standards formulated by the government and the standards independently formulated by the market will develop in coordination. Standardization and scientific and technological innovation will be deeply integrated, and the foundation for standardization development will be more solid. China has become an important participant and contributor to international standards, its international influence will be greatly enhanced, and standardization support will accelerate the construction of a transportation power The role of building a national comprehensive three-dimensional transportation network is more prominent.

A high quality standard system has been basically established. The standard architecture is more scientific and reasonable, and standards in various fields and levels are more coordinated and connected. 1200 national and industrial standards have been prepared and revised, the average formulation cycle of national and industrial standards has been shortened to less than 18 months, and the timeliness and applicability of standards have been significantly improved.

The standardized operation mechanism is more sound. The standardization policy system is more complete, and the standard implementation supervision and evaluation mechanism is more perfect. Standards are fully connected with quality supervision systems such as measurement, inspection and testing, certification and accreditation. The sampling qualification rate of key products has reached more than 95%, and the quality of engineering, products and services has been significantly improved.

The internationalization level of standards has been significantly improved. Standards in engineering construction, equipment manufacturing and other fields have been more widely used overseas, and standards in key fields such as railway equipment and dredging equipment have taken the lead in reaching the international leading level. The consistency of national standards and industrial standards with the key technical indicators of international standards has been greatly improved, the conversion rate of international standards has reached more than 85%, and China's contribution rate in the international standardization technology organization has increased significantly.

3、 Key tasks

(1) Strengthen the construction of standardized management system.

We will improve standardization policies and systems. Accelerate the construction of a "whole chain" policy and system covering standard formulation, implementation and supervision. We will complete the revision of the standard management measures for the railway, civil aviation and postal industries, accelerate the formulation of the management measures for the foreign version of transportation standards, the assessment and evaluation measures of the Professional Standardization Technical Committee (hereinafter referred to as the Standardization Committee), the management measures for the metrological verification regulations of highway and waterway departments, and study the development of group standards, the evaluation of the effect of standard implementation, the training and incentive of standardization talents Standards, international exchanges and cooperation.

Strengthen the construction of supporting institutions. Optimize the professional layout of the Standardization Committee, enhance the universality and representativeness of the members, and improve the assessment, supervision and adjustment exit mechanism. Strengthen the construction of standardization professional research institutions, and encourage scientific research institutions, enterprises, associations, societies and standardization committees to build exchange and cooperation platforms and standardization alliances. Promote the construction of national technical standard innovation base and national standard verification, inspection and testing points, support the development of local transportation standardization committees, and create a high-quality standard innovation service platform and Talent Gathering highland.

Strengthen standardized scientific management. We will increase the layout of standards research in active areas of technological innovation, and simultaneously deploy tasks such as technology R & D, industrial promotion and standards research. Establish a linkage mechanism between scientific and technological innovation plan and standard development. Increase the support of scientific research projects for the development of key standards, and encourage mature, applicable and innovative achievements to be transformed into standards in time. Improve the standard project approval and evaluation system, and strengthen the necessity and feasibility review. Strict standard preparation and revision procedures, shorten the standard preparation and revision cycle, strengthen standard research and verification, and improve the scientificity, openness and transparency of standard preparation and revision. Optimize the service functions of the standardized information platform, promote the exchange and sharing of information resources, and improve the basic information collection and statistics system.

(2) Build a standard system suitable for high-quality development.

Improve the standard system in various professional fields. Revise the standard system in key areas such as comprehensive transportation, safety emergency, green transportation, logistics and informatization, strengthen the progress of the preparation and revision of national standards for comprehensive transportation, promote the coordination and connection of standard systems in various professional fields, and strengthen the implementation evaluation and periodic dynamic adjustment of the standard system. We will strengthen the construction of standard systems in emerging fields, carry out research on standard systems such as intelligent high-speed rail, automatic driving, intelligent shipping and Beidou navigation system application, deploy research on standards for the integrated development of transportation infrastructure network, transportation service network, energy network and information network, and promote the development of new industries and technologies.

Improve mandatory standards. Systematically promote the preparation and revision of mandatory standards in production safety, occupational health and labor protection, engineering construction, complete 100 tasks of preparation and revision of mandatory standards, study the working mechanism of accelerating the transformation of international conventions into mandatory standards, and strengthen the role of mandatory standards in "maintaining the basic and reaching the bottom line" and the status of technical regulations.

Optimize and improve recommended standards. Carry out centralized review on the current effective recommended national standards and industrial standards, form the conclusion of "legislation, reform and abolition", strengthen the public welfare attribute of the standards, and eliminate the contents in the standards that are not suitable for the integrated and high-quality development of comprehensive transportation. Guide local transportation authorities to speed up the improvement of local transportation standard system, and pay attention to the connection and matching of local standards with national standards and industrial standards.

Strengthen the standardization construction of groups and enterprises. Standardize the development of transportation group standards, guide social groups to focus on 5g, artificial intelligence, blockchain, new infrastructure, new business formats, new models and other fields, and formulate advanced and applicable group standards. Promote enterprises to implement the standard "leader" system and improve the enterprise standard system. Unblock the channels for social organizations and enterprises to participate in international exchanges and cooperation of standards, and encourage them to participate in the formulation and revision of international standards.

(3) Accelerate the development of major strategic standards for serving the country.

Implement major regional strategies. Focusing on the needs of the coordinated development of Beijing, Tianjin and Hebei, the development of the Yangtze River economic belt, the construction of the Great Bay area of Guangdong, Hong Kong and Macao, the integrated development of the Yangtze River Delta, the ecological protection and high-quality development of the Yellow River Basin and the construction of the two city economic circle in Chengdu and Chongqing, and focusing on the realization of regional transportation integration and high-quality development, promote the local transportation authorities in the region to strengthen cooperation and innovate mechanisms, Accelerate the construction of regional development standard system, jointly promote the formulation and implementation of local standards, and strengthen the coordination between local standards and industrial standards. Coordinated Development of the Beijing-Tianjin-Hebei Region Accelerate the formulation of standards for intelligent transportation infrastructure and equipment, automatic driving and intelligent logistics, and build an internationally advanced transportation standard system in xiong'an new area.

Development of the Yangtze River economic belt. Accelerate the formulation of standards for intelligent shipping services, river sea intermodal transportation, collection and distribution system, risk prevention and pre control of waterway transportation and accident emergency rescue, strengthen the implementation and promotion of key standards such as ship type standardization, and build a "comprehensive three-dimensional transportation corridor" with high standards.

Construction of Guangdong, Hong Kong and Macao Great Bay area. Accelerate the research and formulation of standards for infrastructure interconnection and multimodal transport services, promote the coordination and connection of standards in Guangdong, Hong Kong and Macao, and create a high-level standardized open cooperation platform.

Integrated development of the Yangtze River Delta. Accelerate the formulation of standards for the construction and operation of smart expressway, the operation service of comprehensive transportation hub, the operation service of inter provincial adjacent public transport, and the monitoring and prevention of pollutant emission from inland ships, so as to improve the development level of regional transportation integration.

The construction of double city economic circle in Chengdu Chongqing region. Accelerate the research and formulation of relevant standards such as expressway digital infrastructure construction, and promote infrastructure interconnection and convenient and efficient transportation services.

Implement the strategy of Rural Revitalization and development. Focusing on the needs of promoting the integrated development of urban and rural areas and building a beautiful countryside, accelerate the formulation of standards for rural passenger and freight stations, "four good rural roads", urban-rural passenger transport integration and rural express logistics, so as to provide standard support for building a convenient and efficient urban-rural transportation system.

(4) Strengthen the effective supply of high-quality standards in key areas.

Focusing on accelerating the construction of a transportation power, we will strengthen the preparation and revision of key standards in the fields of comprehensive transportation, railways, highways, waterways, civil aviation, postal services and urban public transport, such as infrastructure, transportation equipment, transportation services, intelligent transportation, safety emergency support and green transportation, so as to better meet the requirements of safety, convenience, efficiency, green Economic modernization and the construction of comprehensive transportation system need.

Infrastructure. Preside over or deeply participate in the formulation of international standards in advantageous, characteristic and emerging fields, and promote the integration of Chinese technology into international standards. Establish a normalized dynamic tracking and comparative research mechanism for international and foreign standards, and accelerate the transformation and application of mature and applicable international standards. Consolidate the foundation for international development of standards. Establish a working mechanism of standard internationalization guided by the government, with the participation of enterprises and all parties, and cultivate a number of enterprises with outstanding ability in international standardization activities. Encourage and support enterprises, associations and scientific research institutions to establish international standards research institutions and strengthen technology R & D, exchange and cooperation. Establish a management mechanism for international talent pool of standards, support domestic experts to hold posts in international standardization technical institutions, and support relevant institutions to undertake work.

Establish a library of international standard proposals. (7) Strengthen the construction of measurement, inspection, testing, certification and accreditation system.

Accelerate the construction of measurement infrastructure and data service platform for highway and waterway industry, promote the construction of national measurement and Testing Center for water transportation monitoring equipment industry, improve the capacity level of professional measurement institutions, and improve the quantity transmission and traceability system.
